Add Connections information as a metric into active Nginx pods and update HPA configuration to scale based on connections, not CPU.

On December 2nd, 2025 when Digital traffic was diverted entirely to Central cluster, we noticed intermittent spikes in response times. we noticed internal connections failing (ie 404 errors from Redis) and with joint product team debugging determined root cause was insufficient nginx connections. We had to imply this, rather than look at a metric, precisely because there is no metric & that is why we are asking for it to be exposed. These following features are needed:
 

  1. Add Connections information as a metric into active Nginx pods
  2. Scale up HPA based on number of connections instead of CPU or Memory.
