Enable tenants to increase file size limit for uploads to tools

we need to be able to increase the size of files being uploaded to wxO.

There areas exist

1) Uploading to tools that accept files (current limit 10MB) https://developer.watson-orchestrate.ibm.com/tools/create_tool#creating-tools-that-accept-files

2) Uploading to knowledge (see separate idea https://watson-orchestrate.ideas.ibm.com/ideas/LSABER-I-1187)

3) Uploading to chat(see separate idea https://watson-orchestrate.ideas.ibm.com/ideas/LSABER-I-1187)

Typically files we deal with exceed 10MB. If we are given an option to increase this limit at a tenant level that would help us automation additional use cases centered around handling file content.
