Add reviews and star ratings to right side accordian panel in skills catalog

Wnen "buying" a skill in the catalog - the #1 thing that causes people to try it is ratings and good reviews. We have no skill store home page for each publisher to promote their skills.

As a publisher, I need to have something like this to build my business. So what to do in the short term?

Today, when you click on a skill chicklet in the skills catalog, the right side accordian comes up and shows you information about the skill.

So add a tab to the accordion called "Reviews" and allow people to enter reviews for a skill. At the top of the side panel - near the name, have a place to show the 5 star rating option. Click on the stars and you are asked to score the number of stars.
