Make context variable accessible from tools being added via wxo UI Merged

The context variable are accessible from tools created via ADK using python. However, tools added via importing an API from OpenAPI specification using wxO UI is not able to access the context variable.

Having this functionality will help adding API tools on the go and bundling context variable with them for passing any value to them. This will increase the acceptability of the agent by customers.

One use case is where I want to add API tools to my agent via UI and then pass the access token to them via context variable.

    We are considering adding the ability for a builder in the UI of agent builder to be able to define and access variables for the March release.
