Multi-source corroboration before AI cargo/security flags trigger action

Problem: A single AI model misreading a cargo manifest nearly caused an international incident. One model's guess became an operational plan.

Idea: AI-generated security flags on cargo, travelers, or shipments can't trigger interdiction without corroboration from an independent source or method. The flag starts an investigation, never an operation.

Value: The exact failure that nearly started a war becomes procedurally impossible.
