Classification-lag ledger

Problem: Nobody accounts for the years that classification steals from civilian progress. Gradiometry: ~20 years. The cost of that delay — minerals undiscovered, water unmapped — is never tallied, so the next classification decision is made without the data.

Idea: An Orchestrate agent that maintains a ledger of delayed geophysics breakthroughs: technology, classified period, civilian release date, estimated years lost, and documented downstream impact (following the Bell 1973→1994 template). Feeds procurement and declassification-review policy with actual numbers.

Value: Secrecy gets a price tag. Future declassification decisions weigh the civilian cost of delay against the security benefit — with evidence.
