Build a citizen-audit interface layered on top of released document productions: searchable full text, redaction maps, annotation tools, and a structured finding-submission workflow where researchers, journalists, and the public can flag anomalies (mismatched page numbers, inconsistent redactions, missing exhibits) with evidence attached. The Epstein files' 33,000-page congressional batches and the January 2026 DOJ release generated enormous distributed analysis on social platforms, but that analysis was fragmented, unverified, and hard for official reviewers to act on. watsonx Orchestrate channels crowd effort into a governed pipeline: submissions are triaged by AI, duplicate findings merged, and confirmed anomalies routed to the producing agency with a tracking number.
