Elective-pay cash-lag forecaster

Problem: Nonprofits using IRS elective ("direct") pay reportedly wait 24+ months from placed-in-service to cash, with industry sources noting many developers regretted choosing it over selling credits at $0.90–0.92 on the dollar. Organizations budgeting on the credit face a cash-flow cliff they never modeled. Idea: A watsonx Orchestrate finance agent that models elective-pay timing under published IRS processing targets and staffing conditions, compares the expected cash timeline against transferable-credit sale pricing, and recommends the better structure for the organization's cash position — updating the recommendation as IRS processing data changes. Value: Nonprofits choose the financing structure that matches their actual cash needs instead of discovering a two-year payment lag mid-construction.
