Transferable-credit vs. direct-pay comparator

Problem: After the July 2025 law, tax-exempt developers must choose between elective pay and selling credits — a decision that hinges on pricing spreads, transfer costs, and timing, all of which shift. There is no neutral, current comparison tool built for nonprofit decision-makers. Idea: A watsonx Orchestrate decision agent that continuously tracks published transferable-credit pricing, elective-pay processing timelines, and transaction cost benchmarks, then produces a side-by-side net-present-value comparison tailored to a nonprofit's project size and cash-flow constraints. Value: Boards make the credit-monetization decision on current numbers instead of rules of thumb; marginal projects get structured to survive.
