Lead-consent chain-of-custody auditor

Problem: The core abuse in solar lead generation is murky consent provenance — leads change hands through brokers, and the company making the call often cannot show the consumer actually consented to be contacted by them. Enforcement actions repeatedly ban "lead-gen data sales" without fixing the underlying provenance problem. Idea: A watsonx Orchestrate audit agent that traces a lead's chain of custody from initial consent capture through every broker and buyer, verifying that each transfer carried valid, transferable consent for the final caller — and flagging breaks in the chain before the first call is placed. Value: Compliant marketers prove clean consent instead of asserting it; the provenance gap that enables consent-farm abuse becomes visible and checkable.
