Problem: DCF records for one facility listed "Laquitta Luckett" as owner/director through December 2025 and "Laquitta Kegler" from March 2026 — consistent with a name change, but no public record confirmed the reason. Unexplained identity discontinuities in licensed care settings erode trust even when innocent.

Idea: A watsonx Orchestrate records agent that tracks director and owner identity across inspection reports, corporate filings, and license records over time, detects discontinuities (name changes, sudden officer swaps), and checks them against public name-change or marriage records where available — reporting what matches and what remains unexplained.

Value: Regulators and parents get continuity they can verify; providers with innocent explanations (like a name change) get a place to have it documented.
