Childcare site tenant-churn watcher

Problem: The researched address cycled through multiple daycare tenants in recent years (Children Palace, Kidz R 4 Uz 2, then a license-exempt predecessor at the adjacent unit, then the current center) — reasons for each turnover unverified. Serial tenant churn at one address is a known risk signal for parents and landlords alike.

Idea: A watsonx Orchestrate property-history agent that tracks the sequence of licensed (and license-exempt) childcare tenants at every address, how long each lasted, and each one's inspection and enforcement history — producing a site-risk profile that follows the building, not just the current operator.

Value: Parents see whether they are enrolling at a stable site or a revolving-door address; landlords and regulators spot problem properties instead of treating each new tenant as a blank slate.
