Child immunization record enforcement monitor

Problem: Six children at one center had expired immunization records at the December 2025 renewal; by the January 2026 reinspection only 2 of 6 were cured, with the rest facing exclusion — and whether exclusions actually happened could not be confirmed. Immunization enforcement is the gap between a citation and a protected classroom.

Idea: A watsonx Orchestrate health-compliance agent that tracks each enrolled child's immunization documentation status against state requirements, escalates reminders to parents and the director before records expire, and verifies that exclusion rules were actually applied when cures miss the deadline — closing the loop the inspection process currently leaves open.

Value: Classrooms stay genuinely protected instead of carrying expired records through a paperwork lag; directors get automated escalation instead of manual file audits.
