Zero-review provider reputation signaler

Problem: A licensed, operating center had zero parent reviews on any platform — no Google, Yelp, or Facebook presence at all. For most parents, zero reviews reads as a red flag; for a new small business, it is simply a cold start. Neither side has a fair signal.

Idea: A watsonx Orchestrate reputation agent that distinguishes "no reviews yet" from "reviews suppressed or absent" by checking review-platform coverage, business age, and listing-claim status — then gives new providers a guided, policy-compliant path to earn their first legitimate reviews while giving parents a fair "too new to rate" indicator instead of silence.

Value: New providers escape the zero-review trust trap honestly; parents stop mistaking a cold start for a cover-up.
