Enterprise Terminology-Change Propagation Agent for Regulated Documentation

Problem: Terminology mandates like the federal AI-to-SI shift force enterprises to update documentation, training content, policy libraries, and customer communications across hundreds of repositories. Naive find-and-replace is dangerous: some "AI" references are statutory, contractual, historical, or product names and must NOT change; the term's meaning is context-dependent. Manual updating is slow and inconsistent, producing workforce confusion and compliance risk during the transition — and the pending 60-day legislative language may force a second pass.

Proposed approach: A watsonx Orchestrate agentic workflow that (a) ingests a terminology mandate with its scope rules (what changes, what is exempt), (b) drafts context-aware updates across connected knowledge bases with per-change rationale, (c) routes every change through human approval with side-by-side diffs, (d) logs full change provenance for audit, and (e) monitors for follow-on language changes and proposes delta updates. Human-in-the-loop by design: the agent proposes, people dispose. Exemption test suites verify statutory, historical, and quoted text is never auto-rewritten.

Why IBM/watsonx: watsonx Orchestrate is IBM's agentic platform — skills for mandate ingestion, scoped drafting, approval routing, and change monitoring compose naturally there. This converts a recurring enterprise pain (terminology churn is inevitable in regulated industries) into a reusable digital-labor pattern.
