CRISIS-LINK — AI-assisted crisis communication triage agent

Problem: When the Washington–Moscow hotline was created in 1963, it solved the channel problem but not the interpretation problem: in a crisis, leaders still misread tone, miss stated red lines, and escalate through ambiguous language. The 1962 Cuban Missile Crisis nearly turned catastrophic partly because slow, ambiguous communication left each side guessing what the other meant. Today's crisis channels have the same gap — the wire exists, the understanding doesn't. Idea: Add a watsonx Orchestrate agent that sits alongside leader-level crisis communications: real-time translation tuned for diplomatic nuance, tone and escalation-risk scoring of incoming messages, and automatic surfacing of each side's previously stated red lines for the human reader — with mandatory human authorization before any outbound message is released. The agent never sends anything itself; it makes sure humans understand what they're reading before they reply. Value: Fewer wars started by misread messages. Crisis teams get a shared, scored picture of what the other side actually said and meant, instead of discovering the misinterpretation after shots are fired.
