SIGNAL-CLARITY — deterrence signaling ambiguity analyzer

Problem: Deterrence has repeatedly failed not from weakness but from ambiguous signaling read as permission: Acheson's 1950 defensive-perimeter speech omitting Korea, the Glaspie meeting before Iraq's 1990 Kuwait invasion, Britain's naval cuts before the 1982 Falklands war. In each case the defender's true red lines were invisible to the attacker, and the attacker acted on the misread. Idea: Add an Orchestrate agent trained on the public historical record of deterrence-signaling failures that scores official statements, speeches, and policy announcements for ambiguity an adversary could misread as a green light — flagging phrases and omissions historically associated with misperception-driven war, so human analysts can tighten language before release. All release decisions stay with humans. Value: Governments and enterprises avoid the cheapest cause of war in history: being misunderstood. Ambiguity gets caught in draft, not discovered in the invasion's aftermath.
