JUSTICE-CHAIN — atrocity evidence preservation agent

Problem: International justice deters when prosecution feels certain and timely — Nuremberg delivered verdicts 11 months after the war's end — but the modern norm is decades of delay (Karadžić convicted 2016, 20+ years after Bosnia; ICC's first conviction took a decade). Evidence degrades, witnesses die, and the deterrent signal fades with every passing year. Idea: Add an Orchestrate governance agent for cryptographically sealed, chain-of-custody-tracked documentation of atrocity evidence — video, testimony, satellite imagery — from day one of a conflict, built for future tribunals, truth commissions, and journalists. Every item carries tamper-evident provenance so it survives the decades that justice usually takes. Value: Collapses the evidence-gathering delay that weakens international justice. When perpetrators know the record is being sealed from day one, the certainty scholarship says deterrence gets stronger.
