LEDGER-PRESSURE — sanctions pivot-group impact simulator

Problem: Sanctions deter when they hit a politically pivotal group that can shift the target's calculus (South Africa's industrialists) and fail catastrophically when they don't (Iraq in the 1990s, where sanctions immiserated civilians while hardening the regime; North Korea; Russia's adaptation). Policymakers currently impose sanctions with little rigorous forecast of who inside the target state actually feels the pain — or the humanitarian side effects. Idea: Add an Orchestrate simulation agent that models which domestic groups inside a target state are actually exposed to proposed sanctions — the "pivot group" analysis — and forecasts humanitarian side effects before measures are imposed, drawing on the public record of sanctions cases. Decision-makers see who gets hurt, who gets leverage, and what history predicts. Value: Economic pressure that works instead of pressure that backfires. Fewer Iraq-style humanitarian catastrophes, more South-Africa-style outcomes — because the pressure is aimed at the group that can actually change the outcome.
