ATTRIBUTION-LENS — cyber attribution confidence scorer

Problem: Stuxnet (2010) created a new rung on the escalation ladder — strategic sabotage below the threshold of war — but introduced the attribution problem: victims often can't prove who attacked, and you cannot deter with a threat you can't attribute. Decision-makers routinely receive attribution assessments with the uncertainty hidden, leading to either overreaction or paralysis. Idea: Add a QRadar-adjacent Orchestrate agent that scores the confidence level of cyber-attack attribution using structured analytic techniques, making the uncertainty itself visible — every assessment carries mandatory uncertainty labeling so leaders see exactly how solid the "who did it" claim is before choosing a response. Value: Responses calibrated to evidence instead of guesswork. Fewer escalations built on shaky attribution, and fewer attacks going unanswered because nobody would stand behind the assessment.
