TRIBUNAL-CLOCK — justice delay analytics

Problem: Legal scholarship finds certainty and speed of punishment deter more than severity — yet international justice has no public dashboard tracking how long cases take against historical benchmarks. Nuremberg's 11-month timeline sits in history books while modern tribunals drift across decades with no accountability pressure on the delay itself. Idea: Add an Orchestrate governance analytics agent that tracks international justice cases from atrocity to verdict against historical benchmarks, publishing delay metrics that create public accountability pressure on tribunals and funders — operationalizing the "certainty and speed beat severity" finding as a living scoreboard. Value: Sunlight on the delay that dilutes deterrence. What gets measured gets hurried — and faster justice is stronger deterrence.
