SENTINEL-OVERLAY: Orchestrated Multi-Signal Review for Counterintelligence Investigations

Counterintelligence investigations juggle fragmentary signals -- travel records, financial anomalies, access logs, foreign contacts -- across disconnected systems, and analysts must hold competing hypotheses in mind while avoiding premature conclusions.

Proposal: SENTINEL-OVERLAY, a watsonx Orchestrate module providing a correlation workbench for investigations:

(1) Multi-signal assembly -- pulls already-collected, lawfully-held records into one case view with full provenance.

(2) Hypotheses shown side by side -- the workbench displays supporting AND contradicting evidence for each hypothesis together, fighting confirmation bias structurally.

(3) No threat scores, no automated verdicts -- the system never labels a person a risk; it organizes evidence and routes structured questions to human investigators.

(4) Complete case audit -- every query, view, and conclusion logged tamper-evidently for oversight.

Honest scope: organizes existing lawful holdings, creates no new collection authority; human judgment only; effectiveness depends on data quality and trained analysts.

    thank you for your input. It does look like your idea is more about how to implement a certain user case within the platform, or adding a more domain specific feature, rather than use-case agnostic feature suggestion.

    While we appreciate use case details to support the need for future the platform is to remain domain neutral / use case agnostic.

    let us know if you misunderstood if the future could apply to other domains as well.
