  2. add as much detail as possible, including use-case, examples & screenshots (put anything confidential in Hidden details field or a private comment)

  3. Explain business impact and timeline of project being affected

[For IBMers] Add customer/project name, details & timeline in Hidden details field or a private comment (only visible to you and the IBM product team).

This all helps to scope and prioritize your idea among many other good ones. Thank you for your feedback!

A Triage Intake for Public Atmospheric-Activity Reports to a State Environmental Agency

PROBLEM: A public reporting channel that accepts every report identically will drown investigators in duplicates and low-information submissions while genuine, well-evidenced reports wait in the same queue.

SOLUTION: A watsonx Orchestrate intake that assigns each report a structured record (date, location, observation, evidence attached, reporter contact only where volunteered), de-duplicates near-identical submissions, and routes reports by evidence completeness, without pre-judging their truth.

EVIDENCE BASIS: SB 56 directed the Florida Department of Environmental Protection to establish a dedicated email address and online form for people to report suspected geoengineering and weather modification activities, and provided that operators of public infrastructure report monthly. Source: https://www.geolawwatch.com/bill/1962522/

HOLDS: Whether any individual public report describes a real prohibited activity is UNVERIFIED; triage is not a finding.
