A Permit-and-Docket Alternative Tracker for State SRM Bills Beyond Bans

PROBLEM: When bans are the only legislative model in circulation, legitimate small-scale research and long-running cloud seeding get swept into the same prohibition, and no permit, threshold, or public docket alternative is debated.

SOLUTION: A watsonx Orchestrate tracker that follows, per state, ban bills, disclosure bills, and permit-based proposals, and models the Hester/Segall proposal — permits above a substantial-impact threshold, a public docket of applications and decisions, and penalties for unpermitted commercial activity — so legislatures can compare models on the same fields.

EVIDENCE BASIS: SRM360 reported that essentially the only legislative efforts to govern SRM in the United States had come as bans, most stalling, with three passing in Florida, Tennessee, and Louisiana, and described a new legal-scholars' model that would regulate only actual release above a substantial-impact threshold with a publicly available docket. HOLDS: The model legislation has not been enacted; no state is claimed to have adopted it.
