Integration of Open API Builder into Watson Orchestrate Skill Catalog

Currently, there are plans to introduce an open API builder in Watson Orchestrate for creating and designing open APIs or skills. In addition to that I propose the integration of the OpenAPI builder into the skill catalog.

This addition, alongside the existing features like skill edit, enhance, and export, could include an "Edit Open API or Source Code" feature. This enhancement aims to allow developers to efficiently edit and publish without the need to delete the skill and re-import, thereby saving time and boosting developer productivity.

We do plan to include a procode experience as part of viewing APIs in the future as we redesign the experience of building skills in Orchestrate, and incorporate the openapi builder into it!
