Round trip on OpenAPI spec

OpenAPI specs can be either annotated with x-ibm extensions then loaded in WO, or first loaded in WO, then enhanced in the WO skill configuration UI.

It would be useful to be able to download the OpenAPI spec for a skill after it has been enhanced in the UI. It would allow e.g. to exchange skill configs across different instances, or ease the update of the skill config after the service definition has been updated (e.g. by merging the new OpenAPI spec with the extensions from the previous version).
