Add support for creating multiple instances of wxO and wxA in a single namespace

Event though multiple wxO onprem installations could be created in distinct namespaces, it would be more resource-friendly to be able to create multiple wxO and wxA instances in a single namespace. This would also reduce the administrative burden to have a single installation of Cloud Pak for Data to look after, while at the same time enabling separated wxO user experiences -  like the AI Agent chat - to be configured for each service instance.
