Add direct feedback function for skills

When planning an implementing of a use case, the first validation step is commonly to look through the Apps and available Skills in the skills catalog, e.g. "are there skills for this 3rd party application?".

Later, when actually implementing it, it may happen that the selected skill didn't provide the needed inputs or outputs to fit in into the anticipated use case. In this circumstance, it would be good to have a direct feedback function, where the "In this app, I'm missing a skill that ..." or "it works but the output/formatting is difficult to use, it would be better if..." etc could be communicated back to the skill developer.

This should work for both prebuilt and custom skills. From the skill developer side it would be invaluable to understand how skill consumers try to use or expect from the skill and provide opportunities for increased usage.
