Ability to pass input parameters and retrieve output results from Skill Based Actions called from within Assistant Builder

Skill Based Actions can currently only be used for atomic self contained skill executions from an assistant built in the assistant builder and hosted externally to the Orchestrate UI.

The inability to pass parameters and retrieve Skill results is a severe product limitation for dynamic conversations in virtual assistants that may need to invoke several Skills for which input and output are needed across other Skills and Actions in the assistant.

It's akin to being able to call an API without being able to pass it parameters or retrieve its results. Skill Based Actions called from with Assistant Builder need to be able to pass input parameters to called Skills and retrieve output from that Skills execution.
