Versioning of tools Merged

Some of the actions in the assistant are skill-based, meaning they rely on skills (no matter it's a workflow or decision model etc) built in the "skill studio" of orchestrate . Every time someone publishes a new version in the skill studio in orchestrate to update something, the changes are immediately applied on all the assistant environments. This affects our development, because we don't want all the changes for the skills to be immediately visible to our end users without going through the testing process.

Please review the attached diagram for illustration - the red boxes are the cause of the problem.
