Add a community supported skills market place of skills

To further scale out the reach of skills and to promote reuse and ecosystem collaboration, a skills repository driven by the community would be beneficial. It would fill the gap between IBM supported (prepackaged) skills and creating your own. It could support the long tail of applications that exist on the local markets that may be too minor from a global perspective but still essential and maybe dominant on a particular market/country/domain.
