Assistant does not respect Locale settings when displaying date mask

Control of conversational UX: text formatting in chat (color & font)

The disambiguation state must have a counter for the number of attempts that have been made.

The counter will be used to build out business rules that prevent a customer from becoming stuck in a loop. For example, after two unsuccessful attempts to disambiguate the customer is automatically escalated to live support.
