Sharing of admin privileges for skills

Currently, only the originator of a skill can update/delete that skill. This is the case in both the catalog and in a customer's tenent. If the skill needs to be modified by someone else, that is not possible.

Recommend

1. the originator has the ability to assign another user to be able to modify/delete the skill;

2. another user can request permission to have the same privileges as the originator.
